The 73rd and 74th Amendments to the Indian Constitution making Panchayats ‘institutions of self-governance’, reserving not less than one-third seats for women in these bodies, was hailed as the beginning of a silent revolution. The sexual division of labour, however, forces women to be confined to the ‘private’ sphere of domestic roles as wives and mothers. Male hegemony continues to prevail in decision making processes both in the private and the public domain. The Film provides a different view.
